About Our Department

The Building Department administers and enforces the New York State Uniform Fire Prevention and Building Code and all ordinances, rules and regulations of the Village of Woodbury relating to building construction, repair, demolition, use and occupancy of buildings and property within the Village. The Building Department is located in Woodbury Town Hall in Highland Mills, pictured at the top of this page. The department also processes applications for the Zoning Board of Appeals and the Planning Board. There is one full time Building Inspector, one part time building inspector, one part time Fire Marshal, and two full time clerks. A consulting engineer works closely with the Building Department. The Zoning Board of Appeals agenda is compiled by the Building Department staff. Burning permits are also issued to homeowners for small brush piles (weather permitting). Does the Village have a Master Plan and Comprehensive Zoning Regulations?
Yes. To preserve the integrity of the community, an updated Master Plan and revised zoning regulations were adopted in 1988. The Master Plan has provisions for industrial park development, corporate centers, and retail centers. Copies of the zoning regulations, zoning maps, and subdivision ordinance are available in the Building Department. The Master Plan may be reviewed in the Town Clerk's office. The Village is currently in the process of replacing the 1988 Master Plan with an updated Comprehensive Plan. It is anticipated that a draft will be available for public review in the early months of 2008, with adoption to follow shortly thereafter.

When and where does the Planning Board meet?
The Planning Board meets on the first and third Wednesday of each month at 7:00PM in Woodbury Town Hall, 511 Route 32, Highland Mills. An agenda is set prior to each meeting. Only scheduled items are discussed. Applications for the Planning Board may be obtained in hardcopy at the Building Department and electronically here.

When and where does the Zoning Board of Appeals meet?
When there are practical difficulties or unnecessary hardships in carrying out the strict letter of the Village's zoning regulations, the Zoning Board of Appeals has the authority to issue special permits and/or variances, provided the public convenience, safety and welfare are substantially served and the integrity of neighboring properties are not injured. The Zoning Board of Appeals meets on the fourth Wednesday of each month at 7:30PM in Woodbury Town Hall, 511 Route 32, Highland Mills.
